Mark Eisler writes: Joseph Mubanga, the director of veterinary services for Zambia, died in Lusaka shortly after his return from the 21st Conference of the OIE Regional Commission for Africa in Rabat, Morocco.

Joseph attended Chilenje B. Primary School and Libala Boy's Secondary School, both in Lusaka. He obtained his BVM degree from the University of Zambia in 1989, and that same year joined the Department of Veterinary and Tsetse Control Services as district veterinary officer for Namwala District in Zambia's Southern Province.
