THE RCVS has announced the membership of its newly established Audit and Risk Committee.
The new committee has been set up following recommendations made in a review of the College's budgeting and expenditure processes after higher-than-expected expenditure on a new database and development works at the RCVS's headquarters building in London. It has three members who do not sit on the RCVS Council and two members from the Council. The non-Council members were appointed by a panel led by Sir David Barnes, chair of the RCVS's Governance Review Group.
The committee will be responsible to the RCVS Council and will report to the Council at least annually. Its role will be to support the Council in meeting its oversight responsibilities. Among other things, it will monitor the Council's risk management arrangements; approve the internal audit programme; and advise the Council on the comprehensiveness and reliability of assurances and internal controls, including internal and external audit arrangements, and on the implications of assurances provided in respect of risk and control.
Its members are as follows:
Elizabeth Butler (chairman) – a practising chartered accountant who has held a variety of non-executive appointments, chairing the audit committees of the Royal College of Nursing and Hyde Housing Association. She is currently chair of the audit committees of the Electoral Commission and the Local Government Boundary Commission for England.
David Hughes – a chartered accountant with extensive expertise in financial reporting, accounting, auditing, risk management and governance issues. He is currently a non-executive director and chairman of the audit committee for the Highways Agency and a member of the Department for Transport audit committee.
Judith Rutherford – a non-executive director and member of the audit committee in a community healthcare and primary care trust within the NHS. She is currently a director of an organisation that provides interim management and consultancy to the private and public sectors.
Richard Davis – a Privy Council-appointed member of the RCVS Council, who has served on the audit committee of Assured Food Standards (Red Tractor) and who was chairman of the audit committee of Westbury Dairies.
Lynne Hill: an elected member of the RCVS Council, who is chief executive of Langford Veterinary Services, University of Bristol.
