AS a veteran Temporary Veterinary Inspector (TVI) of the major outbreaks of foot-and-mouth disease (FMD) in 1967/68 and in 2001, I read with considerable interest the Comment in Veterinary Record (March 26, 2011, vol 168, p 312). According to the article, notable among the issues identified following ‘Exercise Silver Birch’ was the need for Defra to be able to find the extra personnel needed in a large-scale outbreak.
